Title IX
It is a violation of Seminary policy for any member of the Concordia Seminary faculty, staff, administration or student body to sexually harass or sexually assault any employee, student, visitor or applicant.
The Seminary’s Sexual Misconduct Policy can be found in multiple locations:
- On the Seminary’s website
- In the Staff Handbook, which is presented to employees during their initial orientation for which they must complete an acknowledgement, and in the Human Resources Document Library on “SemNet,” the Seminary’s intranet
- In the Student Handbook, which is communicated to all new students during the annual new student orientation, and on the Seminary’s website
Title IX Defined
Title IX of the Education Amendments of 1972 is a federal law that prohibits sex discrimination on the basis of sex in federally funded education programs and activities, including but not limited to athletic programs that receive federal funding.
Title IX states:
“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.” (20 U.S.C. Sec. 1681).
Under Title IX, discrimination on the basis of sex includes sexual harassment, sexual assault, dating violence, domestic violence, stalking and sexual violence.
Training Materials
Concordia Seminary is committed to ensuring that its Title IX coordinator and investigators participate in formal in-person or online virtual ongoing training relative to the administration of the policy for complying with the Title IX regulations regarding formal complaints of sexual harassment.
The Seminary’s Title IX coordinator participated in the Atixa’s Civil Rights Investigator Training & Certification Level One Course, and has completed the annual Title IX Solutions “Title IX Investigator Training” certificate course.
The Seminary’s Title IX coordinators have completed their annual training course.
All employees, including the Seminary’s Title IX coordinators, participate in an annual prevention and awareness online training course.

Exceptions to reporting are made for employees who operate under protected confidentiality (i.e, Campus Chaplain and licensed professional counselors).

- Seek medical help
- Secure emotional help and support
- Know that you have options
- Speak confidentially to a professional or pastoral counselor
- Report the incident confidentially to one of our Title IX coordinators or contact one of the organizations listed under “Community Resources”

Information for Respondents
If you have been reported as having committed an act of sexual misconduct, please understand that there is a formal process, as outlined in this “Title IX” section of our website, that will afford all parties due process, an opportunity to be heard and provide evidence, and the ability to access resources to assist you through the process.
Tips for navigating the process and connecting to support:
- Read through the Title IX Sexual Misconduct Policy and the related Investigatory Procedure
- thoroughly.
- Secure emotional help and support.
- Report any retaliation you may experience promptly to Campus Safety and/or the Title IX coordinator.
- Contact the Title IX coordinator to ask questions.
